I am very sorry to disagree, but the problems was never with X-ray machines. They are devices that operates at high voltage to create the x-ray emission. When they are off, they are completely inert. What you may be refering to is to the radiotherapy machines that operates with cesium-137 isotope. These are really dangerous if disposed improperly.
This is a very inteligent move from Microsoft to fight the Open Source movement.
Making the tools free for use will (theoretically) create a motivation for writing Open Source applications for Windows.
But this was already done by Borland, with its free version of the Delphi/Kylix programming environment.
I think that this only shows that the pressure that the Open Source is putting over Microsoft reached the pain threshold.
I totally agree, but this is not the right way. They should close the offending sites and prosecute/arrest the responsibles. I love to have a lock in my door. I do use it. But sometimes I want my door open. If someone wants to enforce that I MUST keep my door closed and locked, I will complain.
Give us the OPTION to turn these kinds of filtering on or off. That is A Good Thing(tm) to do. Don't choose for us.
Child porn is unacceptable for all of us that are a bit racional, but enforcing censorship is not the way. And it will not work, anyway. There is always a way to circunvent the system...
