    They used to say that about landowners and voting too -- "in my opinion, people without (substantial) property have no business running the government and determining its course." Exactly in those words... What is a "technical orientation" anyway? Many of the smartest IP strategists and network architects I know don't have PhDs (or even BSs) in Engineering. Like it (!) or not, the Internet is becoming the chief means by which people across the world interact with each other. Be realistic -- just because it is complicated and different from other, more familar domains doesn't mean people are going to entrust this incredibly important thing to the "technically oriented." Rather than futilely demanding that the Internet be left to the experts, better for us all to starting working hard to educate those with the means to influence Internet-relevant policies, so they are clueful enough to use (or not) that power wisely.

    Moving server farms to Korea only makes sense if they are intended to serve Korean content to Korean consumers. Likewise, the new access net infrastructure will only affect the mix of online services available for Koreans. Perhaps Korean online game smarts will continue to improve, thereby providing some demand for international connectivity to/from Korea (currently the least internationally oriented networked economy on the earth, i.e., very very low ratio of int'l/domestic traffic -- supply is not at issue at all, but rather demand). Otherwise, the local infrastructure won't affect Korea's attractiveness as a place to locate business. The same argument (build it and international companies will come) was made by Malaysia with their disastrous "Multimedia Supercorridor." Korea's infrastructure strategy is much smarter than the former, but it's just not the sort of thing that directly affects international competitiveness that way.

    Web servers are relatively few compared with other types of hosts on the internet?

    Really? Compared to what? Routers and switches? Access servers? Storage devices? Perhaps you mean that web servers account for a relatively small small amount of IP address space? A single access servers can accommodate an awful lot (maybe the equivalent of a /20's worth) of distributed transient users, but for the purpose of this particular mapping exercise that's irrelevant -- the maps shows (network) centrality rather than geographic location...
