doubt it, more likely, it is because of the low speed of traffic in nyc making each accident less expensive. Cant imagine the last time I was driving on broadway at 40 mph, more like 10-20 max. Could also be that in Plano texas there are many fewer intersections per driver....
Learned to drive in NYC. It definately requires more brain power than driving on a 4 lane freeway 60 mph. No chance to use cruise control for example
