O.K. I agrue that the nursing shortage is not a shortage by your definition eather.
1) There is a huge number of trained nurses that decide not to work as nurses. Part of the reason is probebly the pay. I read somewhere that the proportion of workers trained to do a job that decide to do something else for is higher for nurses than any other profession.
2) Number of people that try to get the licence is influenced by the increase in pay that he/she can expect from the licence. And there is not a fixed amount of places in nursing schools, if more good aplicants applied, there would be more places.
Basicaly, you get what you pay for. And if you do not pay enough, you will not get enough workers.
One thing I don't get. Economics 101 says that if there is a shortage of a resource, the price of it goes up. The salary of nurses has not been going up. Doesn't that mean that there isn't an actual shortage?
I don't think most places hate America. For example, here in Iceland, most people seem to have a quite faverable view of America. I't just G.W.Bush that people can't stand.
My personal thoughts on the matter (as an Icelander). Well: skrewing up the war/massive deficit/gutting important programs/etc. I would definitly like G.W.Bush a lot if I hated America. I really think that it is in the best interest of me, and my country, that America prospers. I can not see G.W.Bush's administration helping in that sense.

The question then is wether investing money in prison stock will increase the number of people getting thrown in jail.
Let's say, hypotheticaly of course:-), that a lot of money gets invested in prison stock. The Company invests this money in building prisons in a part of the state were there is a lot of unemployment, and promesses nice jobs with benefits. Now, unless there is an increase in the number of people getting thrown into jail, the investors will loose there money, the people around the jails will not get there jobs and the CEO will get fired. Are you sure that the prison companies will not start pushing for harder prison sentences and that the politiction will not be, well, easely convinced.
In my contract it is explicitly stated that I own all intelectual property I develop outside of work as long as I do not use their computers or any other equipment they own. I did not have to negotiate it, it is in the standard contract at this place.

Here in Iceland hardly anyone actualy uses the busses. Every 15 minutes an empty bus drives by my house.
So in stead of burning diesel to drive the empty busses around, they are going to use hydrogen.
