I know its not what your looking for but the Justice Dept. has a list of Principal FOIA contacts at Federal Agencies here. It is the most complete list of FOIA contacts I have seen and is where I go to start most FOIA requests.
...who cares? Is that guy's time worth more, or is the programmer's time worth more?
I think you are messing up this question. There is not one programmer for each guy out there writing macros. Once the software is written the number of people who can use it is unlimited. For that matter it can be used an unlimited number of times. The right question would factor in the number of users and expected lifespan of the software. If you are talking about Microsoft Word users, that is a lot of users. You are on the right track, but I think this is an important detail.

Actually, the article mentioned that there could be other reasons for the increase in spam. One example was filters blocking more spam, and spammers needing to send out more spam to maintain their levels. The article wasn't bad, you should try reading it.

The company I work for uses Dell because they can get the same standard machine anywhere in the world. Whe have offices in Europe, North American, Asia, and Austrailia.
You better not have any of my medical data on your laptop. Data protected by HIPAA should not be crossing international borders on a laptop.
