    The design this appears to be a "high" pressure balloon. Nasa is currently researching ultra long duration balloons.

    During the day the sun will heats the helium causing it to expand and the craft floats upward.
    During the night the helium cools causing it to contract and the craft falls downwards.

    The whole thing looks too heavy to even get off the ground. :(

    Yes, Neural Networks by there very nature are really nothing more than adaptive filters, aka classifiers. The eye does a great deal of preprocessing such as edge detection, motion detection, etc ?aka classifying? to reduce the work load on the brain. Neural Networks could perform similary preprocessing to reduce the work load for cpu based image reconition systems.

    Actually the idea of "reflexes" is the same as electro-robots which can since objects by electrical load. That hot plate is nothing more than an over threshold input that cause electro-motor response. An electrical circuit could also be easily designed to include a little bit of fussy logic via a simple anolog circuit to achive the same thing.

    So, equivalent mechanisms are not readily available for cpu based computing, but there are for ANN based computing. If we ever hope to match the basic capabilities of animals we can not just rely on cpu based computing, we also need ANN based computing for sensor preprocessing and feed back controlled motor function

    Fist keep it simple and use existing technology.

    I think the best approach is to assemble 2 ships in low earth orbit, or one large modular ship. These ships would be assembled by robotically docking "russian" style space station modules.

    Pre build all the required modules before lanch.
    Some of the modules required for each ship.
    - habitation modules, either one can be used for planet habitation.
    - power modules, "probably nuclear is required for enough power" either one can be used for planet
    - sealed cargo modules, which can hold supplies and tools for crew, can be used for planet if mission requires
    - cargo racks, and robot arms to assist module assembly,
    - crew excape modules, aka chinese or russian style capsules,
    - propulsion modules
    - fuel modules
    - numerious landers to attach modules for planet landing
