queazocotal has it right. ACPI prepares the hardware and tells the kernel where to find it.
Of course on recent hardware EFI is taking over part of that. EFI is significantly more bloated than traditional ACPI BIOS.

Solar energy or batteries or cellulosic biofuel are not basic research. They are very much applied research and development.
