With the right DRM (like with that Palladium/TCPA/NGSCB-thingy) and the right caching (as the article mentions) an offline solution will be possible. So I don't think portables will be the showstoppers.
However I agree that my car should loose it's wheels before this actually threats Microsoft.

Cellphones tend to move towards J2ME and with handhelds and cellphones merging rapidly I think J2ME will win over C(++).
