The only way to enable true competition would be to force Microsoft to open up all of their windows API's, and allow the emerging of an open source Windows. Once there will be a free OS that runs all the windows-apps people have become acquainted with, they *will* be using it. And they will become aware of Open Source in general. It's then up to microsoft to develop stuff like WinFS and see if people are willing to pay the extra money for it...
Seriously, why can't this be done? Why do governments just keep on fining Microsoft and make up silly punishments (like forbidding shipment of WMP with windows), when there's a solution that's so much more elegant. I for one believe open APIs are the only way to healthy OS-competition.
