I'm sorry, but if all you had to deal with was a country the size of New York, you wouldn't have much trouble upgrading to new equipment either. Saying we're behind because people in other countries are making it a priority is unfair and plain wrong.
I've always viewed OSS as a modern day Community Project for the entire world. Companies develop new software (or little guys do) and then release it to the world. It's like giving your time to the local library... except this has much bigger (and better) consequences!
