Lots of good information. The examples on CandlePowerForums are all of 2xCR123 configuration, There seem to be a number of Pelican M6 plus an assortment of others including Surefire and Goldston and a range of battery brands. There are a number of folks over there who have been trying to replicate the problem with mixed success, seems the issue is far more prevalent in units where the state of charge is mismatched, that is one cell at 100% and the other at something like 40% in generally hot conditions. There is speculation of some reverse changing issue as well as it seems that the 100% cells are the ones than tend to vent. You also identified that these are usually occurring on Xenon type lights where the draw on the cells is extremely high. So far we have yet to see an example of a single cell light or a LED light (most draw less current through a regulated driver of some sort) causing this problem.
So really for the Lithium primary problem in flashlights it seems to be limited to a set of pretty specific circumstances.
It is still possible for these batteries to explosively vent if damaged. There was a fire at LAX when a forklift punctured a container load of these things and of course some other folks are selling safer chemistries and using this demo video to reinforce their claims:

But don't for a single minute assume that what The Greens (in Australia) are proposing is a sensible, sustainable economy. The Greens here are just a self-serving opportunistic party without a single thread of consistency or experience in economic management. Frankly looking at their policy statements at the last election made me realise that they are not green at all but a very deep shade of communist red!. No sane person on reading the Green Manifesto that they proposed could even think that it was sustainable or sane. I'm sure the Labor (yes they spell it the American way) party stooges would like to portray it differently, but at the last election they were so deeply divided that they would issue countermanding press statements all day long and wonder why the public didn't trust them to be able to govern.
I do have issues with the current government but neither the Greens or Labor are viable alternatives at present, no matter how people would like to spin it.
Australia is behind in SG-1 and Atlantis has not been screened. SG-1 is often screened out of sequence and the scheduled times vary, for example it will be on for 4 weeks in a time slot and then suddenly disappear for a while and when it comes back on it is listed as a new series only to find out it is a continuation of where they were up to or even have missed a couple of episodes.
Cable here is not much better, only a few channels, no sci-fi channel, etc.
No wonder people download, we have very little competition here in the TV channels, the same 5 channels in all states.

The only way to change Australia to a republic would be to propose a two part referendum where the first part is simply, "Do you want a republic?" and the second part is, "Which form of republic do you want, option a, b, etc?"
While the pro-republic supporters fight over a popularly elected president or an appointed figurehead (replacing the Queen and Governer-General) then it will continue to fail.
