The chatterbots are the closest thing to AI that we have. The creater of the chatterbot will do his best to create a bot with what he thinks is AI so you can't blame him for trying.
A chatterbot that does have AI will be far better than one without, which is why the botmaster does try to recreate human thought as best he can.
