You will never get practical stuff without "Scientific tinkering" (others call it "Research"). So if you're not interested in tinkering, simply skip articles like this one.

This is exactly the same with laws. You cant enforce it, but you can make consequences for breaking laws bad enough so people dont want to break them.
What about making sensible laws?
