My favorite recommendation of the report as well. At a minimum, this will start the re-inspiration of students and the young (heck, all of us). If done correctly, it'll get more involved and hopefully instill some ownership.
The other major finding that goes hand in hand with this is that any space exploration vision must be a national priority (with President, Congress and the American people sharing in the commitment). I don't know how we're going to obtain that in the near term.
