Case in point, semantic analysis is available in some text editors to point out your mistake. A programming language which doesn't require that the programmer state their intentions makes it hard for silly mistakes to be identified early.

The big problem with fission -> electric -> ion drive is that your fission reactor needs a cold sink which can absorb its entire power output. To do that you will need a lot of radiating surfaces and associated plumbing. It adds up to a lot of mass, perhaps more than the reactor and shielding.
The problem with all of them is the nasty equation KE = 1/2 m * V^2. That means the higher the exhaust velocity (and thus specific impulse which is the fuel efficiency), energy required goes up with the square of exhaust velocity.
But thats just your input electrical energy being turned into kinetic energy of the reaction mass, and ultimately the vehicle.The more energy you pile on at that point, the more velocity change you get.
Use an induction catapult to fire a stream of metallic reaction mass at your chosen target. Then send a second induction catapult along that stream, carrying passengers, flying to the target. Most of the work is done in the originating system. Your pellets reaction mass are self guided with microcontrollers and little ion drives so they can stay aligned.

I expect momentum to be transferred in the direction of the impactor, not perpendicular to that direction, chewing up structure along the way. This structure was too stiff.

For a structure presumably just 1cm thick, thats a pretty nasty failure. That particle should have just breezed through.
