Of the equipment itself, the hardest thing (from the 'fighting against the dictatorial authorities) is going to be keeping the antenna both mobile and hidden. Depending on what you're trying to do, this might be cumbersome, and you most definitely don't want to be in a fixed position - reusing the same transmission site is going to get your ass radio-direction-found...
To complicate that, most directional (read: high gain, more difficult to RDF or jam) antennas are fairly obvious - only simple dipoles and such (omnidirectional) are going to be easy to hide in plain sight.
We already have that (eg, this wouldn't do much)... and in such cases an FFT would end up being used in, perhaps, some filtering on the audio.
You probably wouldn't be using SDR (where FFT is critical) for this - it's possible, but a cheap and rugged transceiver with a random-wire antenna is probably more practical here. (and on such a transceiver, the FFT, if used at all, would likely only be used in the DSP circuit - which merely helps the operator understand what he's receiving. Filters for RX and TX would be actual hardware.)
They do it because it attracts attention. See the XKCD that illustrates the idea. Sure, the experts know better... but then, the experts already know about all this bullshit. It's the regular people that need a love-tap with the cluebat.

This could be solved without actually modifying the HDMI "connector" itself - just some body work around it.
No technical reason you couldn't put securing screws around an HDMI connector, is what I mean.
Well, the HDMI connector seems a bit more robust from a physical standpoint, and seems like it would use a lot less metal.
