But in all seriousness even though I am an american I tend to think in metrics for some reason when it comes to networking, maybe it is because back in the day when I was a coder the metric system was so pretty. Or it could be that the Standards I read are written by Metric people. Either way, standards need to be kept or you get assholes who think...oh a cable can be 300meters long so I can go 1000 feet with copper no problem.....it comes in spools anyway.

Having worked for the state for a number of years I think you seriously underestimate how inefficient the state is. Per your example it takes 30K just to put one person to jail. I can personally attest to the bloat that is the state. Maybe, if the state sponsored a non-profit to carry out the program it would work.

Actually something similar to what you are referring to is in place but for a different situation. The state realizes that there is a certain level of liability to putting kids through the foster care program. The state also has realized that it costs Joe Citizen 11K to adopt a child which is a big hindrance to a lot of people trying to adopt. So the state offers a 11K tax credit upon a successful adoption. Sure beats putting the kid through the foster system. This system works very well as far as I can tell, a similar tax credit system for parents successfully putting a kid through High School would be cheap and feasible I guess. Or just modify the welfare rules that state for kids over the age of 5 the welfare system only applies to kids in school...all the way through college.
Either way I think the major flaw in your reasonable idea is that kids cannot think that far ahead, parents can though:)
I cant help but think there should be a better way because as another poster stated, graduating HS will not change the mentality of these kids. Also you need to take into consideration the cost for maintaining such a program, the several million dollars a year for reviewing diplomas and development of applications to support said program.
I would propose a different strategy similar to the one you state:
Upon graduation from HS and a 3 year clean track person X gets a tax credit payable upon submission to IRS. You would be able to raise the payoff amount because fewer would make it but we will let the actuaries take care of that math. Why 3 years? because, and I cannot remember what book I read it in, but it takes 3 years to make something a habit. If I am wrong they can change it. But what you would be doing here is encouraging good habits just like insurance programs do. They encourage good driving habits and reward you financially for good behavior.
Of course we could always go down the strict road and give everyone a liability tag like insurance companies wherein when you report taxes every year you have a liability level based on demographic, criminal history, and driving record. If you are in a high risk demographic you get taxed much harder than say someone who never committed a crime and had not lost any points on their driver's license. But then we get into lawsuits and the like of discrimination then the debate will begin on whether gov't programs like this one are hurting the lower class since they are more likely to commit a crime the less money they make.

Regarding open spectrum. I don't deal with wireless tech that much so this may just be a stupid question. I understand the need to regulate natural resources to avoid collisions. But in all seriousness why does the FCC get to "sell" something they do not really own? Just a few months ago the community was all up in arms about DNA being copyrighted. What is the difference here? The FCC will not regulate the 700MHz spectrum afterwards, they will not do anything with it once it is sold so why the asking price?

well since IT guys are probably the ones that care about this, and I don't know about you but I measure pretty much anything regarding cabling in meters...this makes sense. Measuring your cable in feet is a little silly I think but that is just me and that is a whole other debate.
Fiber Smiber. Physical lines could be crushed if an ISP would start working on a long distance wifi blanket of sorts. Given I am not a wireless Guru but we can push signals extraordinary distances pretty cheaply in comparison to fiber. Sure you can rave about security but there isnt much that is much more secure about lying cable underground unguarded.
Would it be too much to start a mesh network in a city and have several pipes leading out of the city to the next location? Yes it would be costly but far far cheaper than competing with a Telco for cabling and in the end it would be far more resilient to backhoes.

If not simple file synch, you could always go with an alienware laptop and put a mirror in there (Alienware 9700 make a good desktop replacement but I wouldnt want to lug it around if I traveled often) and you get to have 2 hard drives as raid 1 or 0.

exactly, if I find a site with a java popup, it is strike one and I get peeved(weather.com is notorious for this ad), if I get a site where some music or auditory ad comes up it is strike 2 and I will never purchase the product being advertized), if the ad is still there next time I come to the site I will avoid the site as long as I am able.

I think the fact that a person uses firefox or an alternative browser of any kind for that matter shows that this is a person who researches and is deliberate in what they do. Personally I research my purchases and tend to be a bit less of an impulse buyer (except for my cat...close to the check out counter). I do have to spend a considerable amount of cash with my profession on the web so I try to be careful with what I buy so I dont have a bunch of junk lying around.
On another note, I was talking to a co-worker and we realized that alternative browser users tend to be geeks and the kind of people who Joe Sixpack would go to to ask advice on what sites and products to buy. Now we may be running ad-block but the number of referrals given out to the IE users would be a neat research project. SO this site may have just killed themselves with a poor marketing department.

They do, but taxpayers dont want the schools and property owners dont want the schools because of the bad kids.
Easy tax breaks for parents with non-delinquent kids. Might raise the occurances of domestic abuse as a kid is beaten for speeding or stealing a CD.
