Oh pulleez. You can't be so naive. Targeting civilians is the best way and only to win a war, and the US knows that like no other.
Ask German, Japanese, Korean or Vietnamese civilians if they think the US even tried to avoid making civilian casualties.
So the US goverment that ordered Nagasaki and Hiroshima to be nuked were in reality [nothing better than] Middle East terrorists? Or is that suddely something different because the US are the "good guys", no matter what they do?
And as long as all the other wealthy countries keep lending you money, you can keep pretending to be rich kids and pose as big spenders. But having a federal deficit (getting) close to a trillion dollars will not allow you to pretend forever.

I'm thinking more in the lines of:
"That kid's been cought with alcohol at the age of 13, so he/she'll never get a job as public servant or in the recreational industrie"
"That kid's been cought playing doctor with his little neighbour girlfriend at an age of 6, so never a job as teacher for him"
I'm afraid that one day the information will be used as a way to make sure only the dullest and obedient types are placed on positions that matter, like our PM (me being Dutch too).
Why not place enough rescue-pods in space before things go wrong, so that no matter what the orbit of a manned mission is (be it shuttle or Soyuz or whatever), there's always a pod within a maximum time of a say day away. The pods can be really simple Gemini type of return vehicles, e.g. three together in a star formation so 9 or 10 people can be taken back to earth.
The pods can be made self-propelant in case the ship, the people are sitting in, lacks enginepower.
Putting the rescue-pods in space and maintenance should be an international effort I think, as more and more nations become able to launch manned missions.
