This is a manifestation of one fear I have about publicly owned internet access monopolies (municipal WiFi). Some activist city council somewhere could decide that these sorts of taxes are just the thing needs to fund libraries, kiddie daycare, free everything, etc. Or, perhaps, activist city councils could decide to ban access to politically incorrect activities on the internet (e.g. cigarette purchasing).
There are dangers to collectivist centralization. Give me the hell of high stakes competition and unclear standards.
Your post makes it appear that you think the tax deduction Google realizes from philanthropy would better spent by the government. I'm assuming that you think the government will make spending decisions that have a higher moral basis than the Google Foundation.
I'd suggest, then, that we implement a system of flat tax rates with no possible deductions. In that system we'll avoid deducting taxes spent on moral causes.
Remember that anyone can sue any person or business over anything they want. That's the easy part. Those of you crowing about justice being served should wait and see. Depending on the agreements that the subscriber signed when she joined the ISP, this case could be dismissed on Monday.
I think Communism is OK as long as participation in Communism is voluntary. I should be able to make a free and voluntary choice to join a communist society and, likewise, I should be able to make a free and voluntary choice to leave a communist society. Do you agree?
One reason that today;s model, flawed though it may be, is successful is that it provides entertainment that people want to see. If people like the content then they are going to make a free and voluntary choice to not give it up.
One such example is sports. I'm not interested in a low quality broadcast of the SuperBowl. I'll take the commercial production of the SuperBowl any time.
They would like 60 minutes of viewing a fish bowl with one fish in it if it sold advertising. This was not the result of anyone's personal grudge. The show did not draw advertisers because the show had low ratings. That is all there is to it.

China has a long way to go towards enabling personal freedoms before this will work. China may have the high tech labor force but the specifications are still being written in the United States. This will not change until the centralized Chinese communist system allows decentralized freedom and entreprenuership. The Chinese system of a huge labor force and relatively few real leaders will not scale to the level of decision making and innovation that a system based on respect for dissent and personal freedom will. China needs more leaders to make this work and their current system fears that level of power sharing.
The biggest problem Novell has is attracting the best and brightest software engineers. This is because a lot of Novell engineering is done in Provo Utah. Life in Provo is not for everyone. It is beautiful but it is one of those one company towns. If your job there does not work out then you'll have to relocate for your next job. The cost of living in Silicon Valley is high but a great engineer can find a new high paying job within a matter of days. Provo does not offer that.
Is this really a surprise? He is a communist from a criminal government that can only be sustained by limiting access to information. His fat cat bureaucratic job depends on the ability to maintain and prey upon ignorance. Is it a surprise that he is advocating governmental control of information?

P2P works well for some artists and entertainment consumers. They are both making a free and voluntary choice. Likewise, some artists choose to release their work for pay and with restrictive DRM. Some consumers voluntarily choose to consume entertainment within those constraints.
Nobody, in either scenario, is compelled by force to do anything they do not wish to do. We already live in a perfect world with regards to P2P and DRM.
In the world you live in, nobody will ever have a chance to create a meaningful competitor to Amazon. There are lots of counter examples to this throughout history. Look at Southwest Airlines Vs United and American.

There are an infinite number of people who could choose to create alternative options to Amazon. They don't choose to. Perhaps this is because people are happy with Amazon.

If you don't like what Amazon is doing then vote with your feet and walk away from them. If enough consumers make the same free and voluntary choice that you do then Amazon will have to change or close their doors for good. Remember Amazon only exists because they give people what they want.

You already live in the world you describe. You are free to make a voluntary choice to be a content producer that releases content under the terms you are describing here. As a content consumer I am free to voluntarily choose to only consume content released under the terms you describe.
Of course, as a content producer you are also free to make a voluntary choice to release your content to those who pay money and agree to your restrictive DRM terms. As a content consumer, I usually find that the DRM'ed content is of a higher entertainment value and I voluntarily agree to the terms.
The free marketplace of ideas is deciding these issues. All this nonsense about evil corporations is immature silliness.

This will not help with online fraud. Most fraud online is the result of 'card not present' fraud where the 16 digit number is typed in by a human.
