You're better off going to the arts college. you'll have more fun, also the course (from your admittedly short description) sounds good. No harm in getting the theory under your belt.
Programming is kinda like music, once you understand the theory of how music works, its easier to pick up a musical instrument...
Ultimately if you get a good degree it really doesn't matter, especially when you have a few years experience under your belt.
Finally the small size of the faculty sounds good as you'll get more personal attention...
