That's exactly the "what." If you start with 60 ppl and then hit technical difficulties -- throwing people at the problem will not necessarily increase production time.
You would have to take into account the time it would take to orient all the new staff and to train them to the culture and technology in use. So, doubling the staff would force you to invest a hefty chunk of resources (read: time, money, coffee...) before you'd realize any significant benefit to the project.
