And compare this to POTS usage. If what he's saying is possible (or legal) wouldn't every company that takes an order, or sells a product, over the phone already be paying them a "tax" ? They pay a bulk rate for the telephone service (and a higher rate for an "800" service), but they do not pay a per-item tax. So how is this any different?

I'm surprised nobody caught this yet, QVC's headquarters has been the Commadore complex ever since they bought it from Commadore's backrupcy sale.
