Bills came printed on punch (IBM, Hollerith) cards.
"Enterprising" students would run them thru keypunch machines and make the number negative or add a decimal point.
These machines are also the origin of the "hanging chad".
Always check your input. Like the state of Florida, Walmart could have caught this by auditing returns.
