If you are lucky and have a well(like i do), just use that, its free and the water is extremely cold, hovering around 35 degrees F, where i live, even when the air temperature is hovering aroun 100 degrees. Other than a litle energy from the pump, its free and has no limit.
I recieved an offbrand dvd player from an ISP around 4 year for free just for signing up with them, and it still hasnt given me a single problem with any disc that I have thrown at it, including DVD-R(W) and DVD+R(W).

Most CPU Heatsinks that i have seen have the fan with the airflow towards the cpu to absorb the heat.
