The whole nature of chaotic systems is that iterative models cannot be used to predict future events.

All chaos theory says is that small changes in initial conditions have disproportionately large changes in final conditions. The whole notion of unpredictability comes from the fact that its difficult, if not impossible, to know initial conditions at a fine enough level to generate accurate predictions.

Sounds more like "we just don't have enough data about the current climate", rather than, "the climate is inherently unpredictable"...

I don't know why the MPAA hasn't jumped ahead of the curve and created a legal site (a la iTunes) to download .torrents of your favorite movies.

As it currently stands, movie files are so large, any conventional download model with centralized download servers would be crippled by bandwidth issues. But, one could use BitTorrent to distribute DRM'ed movie files in a fashion that would reduce greatly the bandwidth load on the central server, right?

But the article says the FBI has spent about $500 million on the project.

The $500 million was the entire budget for this computer system overhaul. $170 million of the $500 million was allocated to this company, Science Applications. SA spent about $70 million of the $170 million allocated to it, but the rest of the $170 million is not recoverable if the FBI pulls out of the contract with SA.

Sometimes it best to scrap a software project and take the lessons learned from the failure to a new project.

Wasn't rapid prototyping (ie: RAD/JAD) created just to prevent just this sort of situation, where large amounts of money are invested into a "full-featured" system that only ends up being used as a prototype for an even more "full featured" system later on?

From the tone of the article, you'd think these guys were still using the waterfall cycle.

The point that the FBI horribly mismanaged this project stands, though.

Even if the FBI had succeeded in implementing the system, I think that $170 million on what is essentially a secure, customized version of Lotus Notes is far too much.

I can honestly state that hours of work on trying to unlock a new car in Gran Turismo 3 made me a better driver.

For example, when I skidded on snow the other day, I let off the brake, tapped the accelerator, and started steering the car exactly as if I was on a rally/dirt track in GT.

It was only afterward that I realized that I was thinking about the whole thing in terms of a video game rather than reality. On the whole, it was probably a good thing that I thought this way as it kept me from panicking and possibly losing control of the car.
