Why is such a major thing on a spending bill? If you remove this trick then they'd have to pass it on it's own merits. They would not be able to use the "vetoed critical funding" trick.

This is the problem. If he didn't like he should veto it. Call out Congress on the bullshit of attaching it to a military spending bill. Then tell them to remove it and resubmit or override his veto.
Precisely, not only did we allow the Bush administration to set all sorts of new precedents we rewarded him with a second term even after it was obvious that he wasn't going to adhere to the law. Obama hasn't been as bad in that regards, but he definitely hasn't deviated anywhere near enough from the precedents set up in the Bush administration.
Obama voted for FISA as a Senator. As President he has continued to remove rights and increase the power and autonomy of the Office of President.
Just as every president going back to at least Ford has.
The "green" movement has not reduced fossil fuel usage. Fossil fuel usage has continued to raise every year. Increased usage of a finite resource is not renewable nor sustainable.
The fact that big power plants are more efficient is irrelevant because the total consumption and production of power only goes up. Every year we burn more fossil fuels than the previous.
More efficient burning of fossil fuels doesn't mean green or sustainable or renewable. It just means more people can exist at the status quo.
Now I don't want to come across as anti tech or progress. I'm the opposite. I want us to finally have some progress. I think the green movement is inhibiting progress.
The whole green movement only assuages conscience. It doesn't actually fix anything. Especially hybrid and electric cars. They're still fossil fuel powered. Batteries are some of the most toxic items to produce and dispose of on the planet. Most importantly they reinforce the current mentality, sprawl, consume, trash. At our current tech level anything other than reduce or reuse is a net loss. While we need to keep working on solutions, researching recycling and power tech, it annoys me that people think options we have now are solutions. It's impossible for me to offset the 10 gallons of gasoline I burn a week through any "green" methods let alone the electricity my house uses.
Not buying useless crap, fixing broken things, and giving things away rather than throwing them away do more good than anything the "green" industry will sell you.
Plus TEPCO's fuck up at fukushima sent us back decades but that's a different rant.
Humans are natural animals and even though we like to think of ourselves as better than other animals we're not. None of this is going to change until we have a mass die off. It's the natural cycle with any animal and resources.

Siri is a toy not a tool. It's not even a particularly innovate one. Siri is just Wolfram Alpha with a voice interface.
It doesn't even have natural language recognition. If you deviate from one of the set pieces that are programmed into it all it does is enter into google what you said. Can it get any movie review I want? ("Siri get me the most positive movie review for Lost in Translation?" "Siri get me A. O. Scott's review of Cadyshack" "Siri get my the Post's review of Ground Hog Day.") or only reviews from whoever who paid Apple to code Siri to use their app?
How much of the feeder road is federal and where's the line? Easier to leave it at the highway and have the local people deal with it. Hell the feds don't even maintain the interstates they pay the states to.
No place to go as long as this is theoretical. If you find some facts please share.
I don't know. My guess is that it varies greatly based on situation. Most would be state level though. Some could be city level in a handful of the largest cities.

Natural language recognition doesn't exist in these tools. If you deviate at all from the standard questions they just do a web search.
