EndPCNoise.com has a great selection of parts to quiet a PC. I ordered a Nexus CPU cooler, heatsinks and case fans from them. Now I can hardly hear my PC at all. They are also a great source of information on how and what to do.
Why would you even need an emulator? You can have a Workstation (Say A Windows PC) running your Windows Apps. Load Cygwin on it, use it as an XTerminal. Get a headless Linux Box, network the two together. Get a Sparc, network it. Have all your displays on your Windows system. Use NFS and share files. You can run multiple OSes by having a mutltihost networked system.
Many projects fail because results are not produced fast enough. When it begins to spin its wheels people become demoralized. Its because many people are so results oriented. Success (even short term) breeds success. So to fix it put a smaller group of people on it who get results quickly and gradually add onto a successful core.
