Yes, NC, also has the same gay tax. I moved from NJ to NC, and had to pay a 'highway usage tax' for my Jeep. 250 dollars, based on Jeep value. And every year, we pay property taxes on our cars, boats, RVs, and farm equipment. They take the retail value of your car(which for my Jeep they say is 16000 still BTW, which has had over 7500 dollars in damages due to a NC resident moron blowing a STOP sign). I bought it in 1996 and paid 19500, slightly unrealistic retail values abound here, two years now and still trying to have re-evaluated.
