I have to disagree here, the idea that an artist dictates the meaning in their work and can control how it is recieved, stems from 19th century critical thinking, and doesn't really have much relevance to modern critical thought. I, on the other hand, would suggest that the meaning of a work of art is dependant more on it's context, and the experience of the audience than the intentions of the author - the 'meaning' of the work depends on the subjective experience of the observer and is open to multiple interpretations - To talk about 'artistic integrity' in this way is pretty meaningless in this context.
I'd reccomend reading 'The Death of the Author' by Roland Barthes for an alternative point of view to the romantic notion of the author as demiurge that you describe.

Writing direct to someone else's MP (even if they are the Home Secretary) is rarely succesful. Get your own elected representative to do teh talking for you.

(Wymsey is a fictional village - a coincidence that it rhymes with Whimsy?). Therefore, i think it can be assumed that TFA is an affectionate parody of local news journalism. This should be obvious, despite the fact that this clearly will NOT work.

The files downloaded are entirely free of DRM
The service includes licences for ALL music who'se royalties are collected through MCPS/PRS and PPL in this country (ie everything). This means that I can rip my CDs to teh network and not worry about tehm being on a participating label. I can also download anything I might hapen to want.
The service providers should prvide al large and comprehensive repository of files on the network, all without DRM and of good quality - in addition to the opportunity to download from other users on the network
The service should have enough users to guarantee decent speeds and connectivity, as well as a comprehenisve seletion of avaliable music.
Admittedly, only we can make the last point happen.

I have some experience in pro audio recordng, and while I'm not a physicist, I don understand how sounds recorded on condensor / capacitor or dynamic mics (which essentially work like a standard speaker in reverse) will retain enough (if any) energy at this frequency level to make this piece of kit worthwhile. Granted, synthesised sound can be played through it, but in order for it to have any real application, we need a device that captures sound at the same frequency... such a thing could concievably use very similar technology, as far as i understand it.
Think about the massive amount of data that would be (or is being for the paranoid) collected if everyone, everywhere's internet activity is monitored. How would this be stored, and more to the point, searched through in a statistically useful way?
Far more effective is the threat of constant surveilance. People keep themselves in line when there's a possibility they're being watched, but they don't know if they are or not. In general, obviously. This is known as Panopticism [geneseo.edu].
