    I think "forcing users to use PayPal only" describes the behavior being examined reasonably accurately, though it is actually a proposal to force users to use only PayPal or cash on pickup.

    The notification from the ACCC states that the notice allowing third-line forcing will be withdrawn, but allows a period for a response from any interested parties. The phrase "there is a period for appeals" reflects this accurately. The notice will be withdrawn unless there is a compelling new argument from eBay.

    The title might indeed be misread as you have pointed out.

    IAAA (I am an anesthesiologist) and these guys are resurrecting aspects of a theory from over 100 years ago (Overton's study was published in 1901 and Meyer's in 1899) which fits very neatly with some data for volatile anesthetic agents and which is completely inconsistent with other observed data: The lipid partition coefficients of many anesthetic agents do appear to be closely related to their potency independent of structure (as the paper says), but there are other agents which are similar to volatile anesthetics in lipid partition coefficient and structure and which have no anesthetic activity (such as 1,2-dichlorohexafluorobutane) The reversibility of anesthetic action by pressure which they mention is indeed observed, but the effect of temperature on lipid fluidity which they also mention is completely different from the observed change in anesthetic requirement with change in temperature in mammals.     The first PPC Macs were released in March 1994. The first PPC-only version of MacOS was 8.5 released in October 1998. I think there will be support for PPC Macs for quite some time.

    iTMS in the US requires a US billing address on the credit card used. I'm Australian but have a US credit card so I have access to the store already at the US prices. The thing preventing others from doing this is that to get such a credit card you need to have a credit record in the US which is difficult to obtain without living there for a while.

    LCD pixels are black (opaque) when "on" and colored (clear showing filtered white backlight) when "off" so the transparent color on the front panel can't be anything other than white.

    The front LCD can't do the partial transparency effect you might be familiar with from Quartz because it can't add light to what is being transmitted through the back LCD, it can only darken the image further.

    This seems like an unbelievably lame device to me, in that the layering is going to look worse and be more limited than what can be achieved in software with a single LCD panel.
