Well, perhaps a larger device could have used then because the final ASIC capacity probably exceeds the Spartan limits. At least here we use Stratix III, Virtex 4 for such prototyping.

I can see their point. Here in Finland the operators are advertising
UMTS/HSDPA unlimited data for less than 10euros per month including
USB modem. That has turned out to be pretty succesful here, no need to
bother for the hotspots - just connect with 3G and it works everywhere.
Most of the Mentor Graphics SW runs on Linux (EDA/PCB stuff). Certainly I haven't heard of a Windows version even exist. In general heavy duty electronic design automation SW is Unix only. They tried Windows versions few years ago but they were a joke.
Even the basic 3G _has_ forward error correction - even two types of it. I believe all modern radio systems use it.
BTW, TCP retransmissions are poison to radio networks. That's why HARQ is used in HSDPA and upcoming standards to prevent TCP retransmissions i.e. if the packet didn't arrive correctly, the PHY layer handles the retransmission (not even the complete TCP packet but just the invalid part to make it simple).
I think bad network coverage is not a reason to rant a radio system. Complain to the network operator . Please understad that it takes time and money to build the network. It may even be that the network gear manufacturers are not able to deliver the needed equipment.

The cell size of a WiFi hotspot is _much_ smaller than e.g. a GSM cell at
largest. It is just (economically) impossible to build a good WiFi coverage
for masses.
