How exactly does this work? From reading the article it seems like the software is basicly a packet sniffer. But what packets are they sniffing? How can they have access to traffic of the entire Internet?
Your forgetting something very important... Monitor resolutions are typically at least twice that of TV resolutions. Imagine the frame rates you will get with the X-box specs when the resolution is less than 640x480.

Operating systems always have and always will be designed for optimal utilization of the computer's resources. By definition, the operating system is at least one level below any direct user interaction. GUI's on the other hand always have and always will be designed to optimize the user's time.
Therefore, this statement does not make much sense to me.
