I've witnessed the filters let pop ups for gambling through, but the Australian, department of education, was blocked.

Most of the teachers I know hate the filter with a passion, will probably hate the new one, can't check their own email, but have to stop kids from trolling wikipedia and are frustrated with having increasing expectations, but no funding to actually maintain the computers their supposed to teach and no training to learn all the fiddly things kids come up with and how to deal with it.
I do think that this is supposed to stay within schools and am less worried about political restrictions, great wall of china, et all but I think it's more of the same old same old out to get the news lines but ultimately just plain crap ways the government in Australia has towards computing in general.
Even if it is a "new" government.

There has been tons of mishaps with those machines reported on slashdot alone... I certainly don't blame them for throwing the book at them and fining them for all their worth. It certainly sends across the message that the voting system is not to be fucked with and hopefully it can help prevent situations like the above.
I'd be more inclined to give Adobe a break, if their reader didn't consistently try to crash my computer when attempting to browse PDF's online.
As it is they might not of started the problem, but I very much doubt that they care that it's incorrect HTML, either.
Agriculture is a pretty difficult concept to implement even if it is thought of and their are cultures in today's society that completely disregard agriculture.
Agriculture requires constant maintenance - you can't abandon an area, if your attacked you have to fight - flight isn't an option because can't sacrifice the resources you've built up.
Most of humans growth is exponential, it relies on previous work to build on - and it does go backwards sometimes, one group wipes out another.
There is some reason to believe that Australian Aboriginals had the same culture for 50000 years, so I don't find it difficult to believe that humans could have maintained a consistent technological level for so long.

Generally because doing sports, indicates social interation and having a hobby outside of work, which are generally considered good things for making a well-rounded person.
A couple of people have pointed out that not using windows would probably make it cheaper.
Don't forget the guy isn't a computer expert. Its probably all that he already knows how to use.
I think that the steps used here could be important for helping to lower the medical expenses in other countries.
Its probably possible to make the equipment cheaper etc, but don't forget that its no use using a different system - if you don't know how to use it, or don't know the difference between different companies.
Personally I'm wondering how effective the equipment is, its probably better than nothing, but how much can it detect, how invasive is it in comparison and when would it likely to be used.
Skype on my portable device repeatedly states it is not an alternative to emergency calls and it won't let you make them. So no.
