I agree under that legislation they'd be in trouble, but the UK government has a nasty habit of falling in line with whatever silly ideas cross the pond.
To us these sorts of statutes are so obviously stupid. To politicians they make great sense.

I agree. If someone phoned me up and asked me these questions, they are so long I would have forgotten the beginning before they got to the end, so I wouldn't know which way to answer, even if I had an opinion. See what I mean?
I am so glad I encourage my children to use Linux (not that it takes much). Now when they are older and looking for jobs they will have a head start over all those who were saddled them with dead end systems and taught outmoded systems theory either at school or from their parents employers.

Cash flow is everything. For example: if you can get a client payment to come in as multiple parts over a period rather than as a lump sum 90 days later, things will be so so so much easier.

The upside is that such organizations always have as their main aim the consolidation of their own position. Whenever this aim clashes with others, the bureaucracy sacrifices the purpose rather than jeopardize its own privileges. Hence it will less and less serve the purpose to which it was founded, eventually becoming redundant.
