Unlike the XBOX, the XBOX 360's hard drive is external so it's essentially an add-on. Anyone with the "cheap model" can buy a hard drive for it later or upgrade to a larger hard drive in the future.
That being said I still think it is a bad idea to sell a model without a hard drive because developers can't be guaranteed that a hard drive is available. This will limit certain uses of it. Any hard drive features can't be vital to the games ability to run, it can only be used to enhance it.
I'd prefer it if the "cheap model" at least contain a hard drive even if it is smaller than the one provided in the other model.
