Not sure that's the case: choosing people for public office by selecting randomly from the population would also be a fairly orderly system, but probably wouldn't work too well in practice.
Democracy is about keeping the power of the government in check by making the government dependant on the electorate -- if the electorate are displeased with the administration they can "overthrow" it in the next election. Hence measuring the will of the voters accurately is important!

I think im the only one who fell asleep during The empire strikes back, i take alot of heat because im not afraid to say that i think star wars is average. Now a good movie would be a uncut screen adaptation of Adam Smith's masterpiece "The wealth of nations" now i could sit through that one i tell you.
Geez louis another sneak preview of star wars i dunno i think its gonna be very dissapointing well it is bound to be with all the hype they're giving it. But then again ive never been much of a fan.
Yeah my page caused a bit of a stir in my schools "executive" body (yes they call themselves that) and they had parts specifically banned, i dunno why. Every school in aust has to have censorship software running to filter out any page with words such as bomb, gun etc, effectively rendering the schools net access useless for research. Oh well hmmm
I had a nes with that really cool robot, i think his name was robby, he would help you out in games (though i think only one game was released for him:(), the coolest bit was the fact that he had a pair of sunnies in case your screen was too bright. That was class.
