    We use https://www.fogbugz.com/ and have been happy with it. It has more features than you'll need to a small project. They have free versions for single users.

    In line with the parent poster, this is really where agile development and prototyping can really help out. Yes, it is tough to get specs from an end user, and if you try to sit down and write technical specs with them, you aren't going to get very far. Likely, they will rush through or only think of half of the functions that they really need. Instead, observe what they do. Observe their obstacles and roadblocks. Then, begin to prototype. It doesn't have to be super detailed, but users tend to know it when they see it and can work actually work with it enough to feel how it will help/hurt them.

    As Mr Burns said, "I don't know what I like, but I know what I hate ... and I don't hate this".

    Quite prototypes with many frequent iterations will help you flesh out the technical specs that you need.

    You might have already tried this, but what about increasing the sensitivity threshold on the fingerprint reader. I know our system has the ability to increase or decrease this threshold.
