Instead of keeping a static limit on speed there should be a wireless system for each area that broadcasts a constant signal for speed limits and associated area code. This could be accomplished with existing telecom infrastructure already in place (WiFi, WiMax, Mobile network). The vehicle need only be aware of its current location using GPS, from which it can determine the area code and match that with the wireless reception. An automated speed governor would be more effective that way.
This sort of system would be useful not only for teens but overspeeding adults, for eg. those already indicted in traffic violations as a mandatory requirement from traffic courts.
I don't think MS or google have anything significant "invention" hidden up their sleeves. These companies are innovators not inventors. And more so the innovation is primarily computer software based. Research done by IBM, AT&T, HP etc are far wider in scope encompassing complete physical systems. Unless Google/MS can come up with something like AI of the order of HAL, they won't get the same credit.
"I'd say they think alike rather than believe in ESP."
You say you think they think alike but you don't have any proof whatsoever. Personally I may not have much faith in telepathy till it could be substantiated beyond doubt.
My point being such studies should go on nevertheless, which may lead onto some interesting insights of how people think and think alike and how the mind works particularly in group behavior.
There is always something to be gathered from research no matter how silly it may seem.

Maybe this de-americanization will make the internet 'tubes' less fat. Curse the agonizingly slow torrent downloads, my b/w sucks now.
And the next related news item would be "IE7 push gets scuttled by Microsoft's WGA technology".
Who knows, maybe the WGA guys or IE6 fans might be at it.
