Your mistaking Weird Al's asking the artists as a requirement...it isnt. he does it as a courtesy. The Parody laws doesnt require him to secure any permissions..as long as its a parody.
people can still bring lawsuits though...just becuase there is a law that backs it up people can still work the system to keep the little man down.
Is this even legal...I mean they are not law enforcement agents...can they really carry on an investigation? I mean according to that they can snoop on you...pretty much extort information out of ISP's and thats legal?

I have no problem with copyright in general..Thomas Jefferson agreed, even though he hated the idea, that we need a LIMITED time copyright laws... But nowadays obviously LIMITED means that the New crappy Brittany Spears cd cant hit public domain until your great grandchildren are out of high school... How is that a LIMITED... if there are LIMITED edisions of pepsi cans but for your entire life the constantly make them and are the only kind of can around...then that would be UNLIMITED.
