SHA-1 is a hash, not an encryption algorithm. SHA-1 is one of many hash functions, including the mentioned MD5. It and other hash functions can be used in a HMAC (Hashed Message Authentication Code) but that is also not an encryption algorithm.
DES, AES (Advanced Encrypyion System), Blowfish, Twofish, IDEA are encyption algorithms.

like about their user agent string.
The short answer is that you can't tell from any
statistic what the real user population uses.
A more sane approach is to say "support XHTML and
IE later than 5.5" or some other cutoff.
It flat out costs too much to support all the ancient crock browser and operating system versions. The QA time alone
will kill you.
Or, if you have to ask, you can't afford the answer.
The reason people ask for the last four digits of your SSN is that with your name, address and the four digits, you can use ChoicePoint's ProId system to obtain the complete SSN, as well as your history of prior addresses.
With this, it is trivial to convince your bank, etc. to open the door.
The obvious question is how hard is it to get a commercial account at ChoicePoint. Check all the news stories from last January and Feb for that.
They are likely to generate a fair amount. 4 or 5 kbtu/hr.
If you use a fan, and draw air through a louvered door from a conditioned space, you will be using the main A/C to cool the make up air. So the cooling costs will be about the same (depending on the efficiency of the main A/C) in terms of power cost to run the A/C. The louvers will let most of the noise back into the room, which will negate most of the sound savings.

And if the AC itself is in the closet, then you have to add in the heat it generates. most little A/C units are no better than a EER of 10, so a 4000 btu/h unit will add 400 btu/h for itself. Which means you need 5000 btu/h unit. There are lots in the 5000 to 6000 range.
Water cooling can make the unit quieter, but will add $$
