2000 was supposed to be what XP ended up being - the NT code base for the home user. When deadlines slipped at Microsoft and they realised that it wasn't ready they fiddled a bit with 98 to make ME and released that as a stop gap.
Thus it's easier to stick with the attribution for which everyone is familiar, rather than appending a long genealogy of usage at the end of the quote.
It's even easier (and better) to simply not attribute it to anyone at all if there is any doubt as to who coined the phrase.

From the GPL FAQ, the Free Software Foundation thinks so, at least respecting the GPL. Quoting from the FAQ:

It is stupid to be critical of someone for their race, but IMHO we should be critical of religion, especially if, as in the case you point out, they are calling for the deaths of non-believers.
I wouldn't waste your time if I were you. Read FishWithAHammer's reply below - it is not generic functionality that "allows rss feeds and blog syndication", but functionality that integrates specifically with netscape.com (which these days is like Digg but worse (if such a thing is possible)).

The term "native executable" comes to mind.
Umm, the JVM is a native executable, just like the Flash player, and both of them run a form of bytecode!

The window you are currently using isnt forced to be on top, again this may sound odd at first but imagine you are copy-pasting text line-by-line from one window to another, in windows you'd have to resize and move them around so you could always see both whichever was in focus just so you didn't give yourself an epliectic fit by switching back and forth constantly...
I've been able to do this with X11 since I first used it. I believe the feature has existed for as long as the platform has been available. You can achieve it with windows using any of a variety of focus management programs available. I believe there's one in the powertoys collection available from MS.
This is possible with some window managers (WindowLab and obviously AmiWM spring to mind) on X11, but by no means all. This cannot be done on Windows AFAIK, and believe me I've looked. Powertoys doesn't do it either but does allow "activation follows mouse (X-Mouse)" which is the X Window System's default policy (the Amiga's focus policy is sometimes called "click-to-focus but not raise-on-focus"). Since you cannot replace the window manager on Windows it seems unlikely that this will ever happen without Microsoft's support.
I love proper tea (IIRC it's called "English Breakfast" abroad), but then I never drink it without milk and sugar/sweetener. My favourite tea without milk is called Rooibos tea. I've only just noticed it in the shops so maybe it's new.

But the Linux kernel can't move to the GPL v3 licence without the permission of everyone who has ever contributed to the project (or by stripping and rewriting code from people who won't or can't give permission).

What's the difference? Age? Number of followers? Is Christianity or Islam or whatever somehow more "believable"?
