Except that high compatibility with MATLAB is a major part of Octave's design. So if this is an introductory course then you're probably just covering syntax that's common to both of them. In which case, sure, bill it as a MATLAB course or perhaps as a MATLAB/Octave course, but you might as well mention Octave's existence and perhaps give a very brief summary of advantages/disadvantages to using one or the other.
I don't see how this really changes anything. It seems to me that the only people likely to pay any attention to this "report card" are the people who already agree with them and the people who already strongly disagree with them (and who promptly get mad over it). Considering that I've never seen the NIMF mentioned in any kind of major news outlet, they're hardly convincing the apathetic middle that it would take to build any kind of pressure.
Yahoo! will develop education materials and feature them on the Yahoo! network, promoting the safe use of chat rooms
And these materials will, of course, only be read by 'concerned' adults. Who will then lecture the children under their care about internet safety to the sound of rolling eyeballs.
