the article does say that Korea has one of the highest internet penetration rates in the world. Maybe their lines are really clogged up to the extent that the company has to find ways to reduce the bandwidth some people are taking up.
I've read somewhere that 20% or less users take up more than 80% bandwitdh; this shouldn't surprise anybody here. If i were the company i would conclude that the 'fastest' way to reduce this is to reduce the number of IP sharing clients, just because they are percieved to be using up more bandwidth, which probably isn't that far from the truth.
What's riled the posters, imo, is the censorship issue, but the protesters are asking for it if they were going to use that same DSL line to put up their protest site.
Rurouni Kenshin is a good introduction to anime, IMO. there are loads of.ra files around, most with subtitles provided by fans. The series is slow but really does make you want to watch more! I think sometimes its called Samurai X, at least in Malaysia.
i have a compaq 1931 problems i have with it: 1. doesn't have a tv out even tho it has a dvd drive 2. does dual monitor output, but doesn't show video on the output monitor in this mode. 3. no *freaking* IR port. i mean, how basic is this? has to get an external one for my 8210 and palm. other than that it is a beautiful machine.
