This article is wrong and frankly stupid. The lower 48 has 100% broadband access. Whether or not people want to pay for it is another matter. The truth is that dialup is good enough for most people because the parts of the internet people are interested in reside in the US and the backbone works well. Exactly, the obvious solution for MS is to provide minimal documentation and then pay off the judges and committees. 880 million is a lot of spreading around money, plus the value of their IP. This will never see the light of day, MS will have these guys bought and pay for by new year's.
