I dont think it has anything to do with whether or not someone has downloaded a file, thats not what the story is talking about. I think it just means that if any file whatsoever, be it a picture or a simple notepad file, is shared then they say it is illegal, whether it is copyrighted or not.
As a result, players are asking anyone who wants to join a group to type one or two sentences in English.
Just because they are asking people to pass a literacy test doesn't mean that they are descriminating because they dont like gold farmers. It might actually be beneficial to be able to talk to the people you are playing with, if just to be able to set up strategy. Nobody wants someone on their team who cannot communicate because that person might get the whole group killed for not paying attention to directions.
A large portion of their player base are the players who do play for 40 hours a week. If they decide to charge these guys $100/month because they play nonstop, then they are going to go to a different game.
Unless your thinking of letting players choose which billing model they want to use. Although I think the majority of people who would be interested in these games would be willing to pay the flat fee, and by letting them pay a smaller amount, they might not earn as much profit, even if they do pick up a few extra people.
