Usually incentives are provided for relevant topics in the form research grants. On the other hand, if the research is relevant to the international community it could attract international funding, which won't be a bad thing either.

I'm not sure if there's something similar in the US, but in South Africa I can get a mobile SIM card with a phone number capable of receiving calls and text messages for less than the equivalent of US$0.30. They're usually around the checkout counters at large retailers and the number activates automatically in less than 10 minute. It's well-known here that they are used by fraudsters when they want to do any phone-based verification.
Luckily we can tell which numbers are mobile numbers by the first three digits, which is why it's common here to request a land line number for phone verification. Unfortunately, texting to a land line is tricky.
Yeah... I think this Lieutenant General might be the communication issue. All I can understand from his quote is that he really wants to "cyber" the enemy without being vulnerable to being "cybered" in return. Is this military jargon?
That's exactly what my high school did. The primary admin was a contracted 3rd party, but to save the school money there were 3 of us (students) dealing with hardware, network admin, etc.
At the end of the year they gave each of us an award for being "helpful" with some cash attached to it. At the time it as equivalent to what I was earning for two hours of (IT related) work after school.
It did get us out of Phys. Ed. and other ungraded classes and I got some worthwhile experience/knowledge from it, so it didn't really feel like exploitation at the time.
It's interesting that, for many, the idea of evolution replaced the religion-based concept of what is now called "Intelligent Design" and is now being threatened (in loose terms) by some kind of backlash from this religious movement, years after it was incorporated into the education systems.
Also, cue the jokes about evolution not applying to those living in Kansas.
