Misinformation from radical environmental lobby groups is pretty common. They profit from promoting their cause.
The price quoted is for how much power the panel could produce under ideal circumstances. It is not all that useful a figure. If you don't maintain your panels or if they don't live up to the full life span you have no hope of recouping your investment.
The current *actual* nuclear generation price is around 5 cents/kWh. Last I checked solar was somewhere around 16-20 times this.

The system is completely accountable and there is basically no practical way to cheat the system especially with party observers present.
