    I think you are reffering to the beeper/cut-off device that is installed by the famous "Mel Farr SuperStar" dealerships in Michigan. They target low income customers, and provide weekly installment option. If you miss your payment they will shut you car down until you call in and make payment arrangments to get a reactivation pin. Due to the potential for accidents, the device should only shut off the vehicle after the vehicle's engine has stopped running for a short period of time. So, when someone is late for their payment, an they need a way to get home from work, they leave the car running.
