I'd disagree, if "half the country openly dissents from the ruling party" but it makes no difference to policy then the "totalitarian dictatorship" can call itself a legitimate democracy.
Totalitarian dictatorships only fail when they become too extreme and it becomes in everyone's interest globally to oppose them. But by keeping the pretence of freedom, people are inclined to let them get away with it. The fact that you see it as feeble means the PR is working.

Shrink the technology down so the "track" is just a couple of feet long. Increase the velocity of objects placed on it and you could have a basic low tech railgun.
Not sure if a hand held version would be feasible with current batteries though.
Perhaps people are just not being honest about who they really voted for. The Conservatives were in power in the UK for years but would not have been if the election predictions had been accurate - was there voting fraud?

Once people got to the ballot box they didn't like the alternative so as others have said, they voted for the evil they knew rather than the unknown.
The British comedian Ben Elton said it best when he said, "Voting Conservative is like wanking - no one admits to it but everyone does it"
That is why we have a confidential voting system.
All that said, looking at the way the Bush White House has operated, election irregularities are not impossible!
The English that we use now is different to that used just a few decades ago, which in turn is different to that used by Shakespeare and if you go back as far as Chaucer the differences are huge.
English has been dumbed down continually for the past 600 years or so. The scholarly elite hate that fact but it is just the continued development of the language.

Bored Marketing Exec: (Mumbles) "Who gives a fuck"
Meeting Chairman: "What was that?"

Meeting Chairman: "Sounds like a great name! Now we just have to find some words that loosely fit it."
