How about fixing the roads themselves. Filling potholes and the like. Maybe straighten out some of the really messed up roads. Some of the bridges in NYC are ridiculous. Oh, that's right, It would cost $5 million to come up with the plan to fix some roads and another $25 million to implement (And this is just filling some potholes). That would put us over budget where we like to be. Raise taxes to finish the work.
ok, It's not about volume controls on the TV/Receiver/other. Do the cable companies make the commercials? The cable companies get paid to show pre-recorded commercials. Lets give the cable company the right to collect the money and the Commercial. Review the video and if the audio track does not meet certain specifications they can keep the money and never have to display the commercial. This would force the organizations who create these commercials to develop to the same spec or lose their money. (ok, give them a couple of tries...maybe two) I'm pretty sure all the development houses would fall in line and this problem would disappear rather quickly.
It all comes down to who causes this problem and how far up the line we have to go to give someone power to say...Sorry. Your commercial does not play because it does not meet our spec.
Now, if the cable company is charging companies an extra fee to up the volume on a given commercial as they push it out over the wire then that is another problem.

If wifi,bluetooth and am/fm waves are so similar, there must be plenty of energy floating around us. Why can't we just recover that energy? Power your laptop from your WiFi signal. Heck, with all the radio stations transmitting around us we should be able to pluck a few dozen frequencies and power the radio itself.
I'll second that. I was working with Nutch a while back and it was pretty hard to set it out on a crawl without having to run a filter on your index afterwards.
All kinds of garbage can get picked up on a free open web crawl.

And another small percentage modifies their hosts file to redirect all the advertiser domains to 127.0.0.1 and never have to worry about them again.
